The background and cels appear around the 24:53 mark in the film after Geppetto wakes to find Pinocchio talking and walking, and everyone dances.
As can be typical for this type of set up, the cels are trimmed to the characters and adhered to the background. The background has been adhered to a thin backing board. There is a protective cel included.
