This is the cel of Mowgli and Baloo you've been looking for and it doesn't get much cuter than this!
The characters have been professionally trimmed and applied to a new cel. The overlay cel of the flowers, vines, and leaves appear to be non-production and has slightly adhered along the upper green tree portion to the cel with the characters on it, but is not in any way attached to the characters themselves. There are strips of tape along the corners and extreme edges.
