The mat measures 16" x 21" while the cel measures 12.5" x 16".
This appears at the 54:47 mark in the film.
As visible in the image, the cel is wavy, which is common for this type of artwork. There is a fair amount of paint separation in the man and a tiny bit in the woman's hat and right shoulder. There does not appear to be any paint missing.
