This is actually a set of 16 rough drawings of Roger in 12-field paper on black and blue pencils. It appears that there are bits of dialogue in this rough (Roger says "Jumpin' Jeepers" as he moves back into space).
The sheets of paper have some minor creases (indication of handling by the animators) which is characteristic of most rough animation drawing sequences..
